Before leaving the White House, Bush is working to enact a wide array of federal regulations, which may weaken many government rules aimed at protecting consumers and the environment. Bush leaves White House in January and before that he wanted to make few changes in federal regulations.
The new rules can be among the most controversial de-regulatory steps of the Bush era and to undo these rules would become difficult for next president, who ever wins the elections. Some rules would create more constraints on private industry, including power plants, mines and farms but some rules would help in clearing obstacles for some commercial ocean-fishing activities like controls on emissions of pollutants which contribute to global warming, relax drinking water standards and a key restriction on mountaintop coal mining is lifted up.
These rules effects are typically can be undone only through a laborious new regulatory proceeding, including lengthy periods of public comment, drafting and mandated re analysis etc…
